Pakistan Muslim League (PML-N) has demanded the government to review the federal budget appropriating at least Rs 30 billion for the rehabilitation of quake-affected people in Azad Jammu and Kashmir (AJK) and NWFP.

Addressing a press conference, PML-N Central Information Secretary Muhammad Siddique-ul-Farooque released a fact sheet on the aftermath of earthquake here on Tuesday.

He said that worsening condition in the quake-affected areas as well as constitutional obligations call for immediate shifting of the relief and rehabilitation work to civil administration under the supervision of a parliamentary committee.

Giving estimates, he said that the infrastructure in 28,000 square kilometres area has been totally destroyed with 500,000 homes collapsed, rendering three million people homeless and the total financial loss amounts to over $5 billion.

He said that the number of injured men, women and children including disabled, orphans and widows, are in millions; about 60,000 had lost all family members. "We fear that the number could multiply by thousands due to irresponsible attitude of the government."

He also referred that the latest UN report showed that one million people are still lying under open without shelter and 100,000 children might die if relief is not provided by November 15.

He said that at least 200,000 army personnel should have been deployed immediately in the affected areas instead of keeping 80,000 troops in Waziristan and along the Afghan border.

Referring to the federal relief commissioner's report that 44,000 tents and 329,000 blankets had been sent to the affected areas by October 23, he said that all these items have not yet been distributed among the people.

He said that the government had granted only Rs 5 billion for three million homeless destitute, while it had no qualms when spending Rs 6.3 billion on bullet-proof vehicles for the security of a few VIPs.

He thanked UN Secretary General Kofi Annan for making a correct assessment of the devastation and exhorting world community to do more for saving lives and rehabilitating the quake-affected Pakistanis.

He criticised the role of the government for not allowing PIA to carry relief goods donated by overseas supporters of the opposition parties, forcing the donors from Norway, Denmark and France to use costly services of foreign airlines.

Siddique-ul-Farooque on behalf of the PML-N thanked the governments of Saudi Arabia, Turkey, Iran, the UAE and western countries for their assistance in this crisis.

He demanded entrusting the task to civil administration under a parliamentary committee, transfer of Rs 20 billion from defence budget to relief fund and another Rs 30 billion with reduction in expenses of foreign tours and other governmental expenses.

He suggested that half of the troops deployed in the tribal areas and on Afghan border be withdrawn in order to secure safety of the affected people before snow season.

He said heavy machinery from Mangla should be used to repair blocked roads and private orthopaedic surgeons and doctors be hired to speed up treatment of injured and all affected people be registered.
